San Rafael’s city government offices are available to answer your questions about public works and city government issues. This handy list will put information at your fingertips for all your San Rafael civic queries.

City Council

San Rafael has four City Council members, one of whom is an elected Mayor.  Each City Council member’s elected term lasts for four year. The City Council takes care of all city government issues and holds meetings on the first and third Monday of each month at 7 p.m. The location is the Council Chambers at City Hall, 1400 Fifth Avenue.

Boards and Commissions

The Boards and Commissions conducts oversight and management of several city departments. These include the Board of Library Trustees, Citizens Advisory Committee on Economic Development, Design Review Board, Downtown Business Improvement District (BID), Fire Commission, Marin Commission on Aging, Marin/Sonoma Mosquito & Vector Control District Board, Measure S Citizens Oversight Advisory Committee, Park & Recreation Commission, and the Planning Commission.

City Attorney's Office 

The City Attorney's Office provides legal services for the San Rafael City Government, including legal assistance, advice, and defense to all departments. Also under its jurisdiction is the attendance and representation of staff at all City Council meetings.  The City Attorney serves the City of San Rafael and does not provide legal advice to the public or other groups. 

The City Attorney's office has an elected part-time City Attorney, two Deputy City Attorneys, and a Legal Assistant.

City Clerk's Office

The City Clerk's office is responsible for providing support and administrative assistance to the public, elected officials and City staff as appropriate and necessary. This includes disseminating public documents, sending information about upcoming meetings and disclosure of reports and filings for incumbent officials. Some duties include information on elections, administering public Meetings, assisting Boards & Commissions, and maintaining access to municipal codes.

City Manager's Office

The City Manager is the chief executive officer of the City of San Rafael and is in charge of the daily operations of the City. The City Manager works under the policy direction of the City Council and coordinates the work of all the City’s department directors so that the municipal functions of the City work seamlessly.   Some activities run by the City Manager's Office include Green Initiatives & Sustainability, Public Affairs, Public Information/Media Relations, and a Volunteer Program

Community Development

The Community Development department is responsible for building and fire prevention, planning, and code enforcement in the City of San Rafael.  The Community Development Department works with the public to inform them of new developments and involve them. It works with decisionmakers and public representative to create policies that take environmental, economic and social needs into consideration keeping safety and preservation of existing structures in mind.

Community Services

Community Services includes Parks, Recreation, and Childcare departments. With the number of parks available to the public in San Rafael it is a large undertaking to maintain facilities at a high level.

Economic Development

The Economic Development department is responsible for developing programs and infrastructure to support the economic vitality of the City of San Rafael. Its areas of responsibility include real estate project planning, supporting the City's Affordable Housing program, and coordination for special events in the City. With the current economic conditions, the Economic Vitality Workplan is designed to help local businesses and grow opportunities for new construction and jobs in San Rafael. Programs and services by Economic Development include Affordable Housing, Business Assistance and Development Sites, Downtown Business Improvement District, Economic Vitality Workplan, General Plan Goal 6: A Vibrant Downtown, Green Initiatives and Sustainability, and Citizens Advisory Committee.

Emergency Services

The Office of Emergency Services works with other government agencies and organizations to prepare for disasters and other catastrophic events. The Office of Emergency Services oversees the plans for readiness, response, and recovery from the emergency events and natural disasters that affect the San Rafael community. Programs include CERT training, disseminating bulletins, business recovery, support for helping individuals and businesses plan for emergencies, warning systems and communications, coordinating volunteers, and plans.

Finance Department

The Finance department manages San Rafael’s business licenses, cashiering, sales/use tax, transient occupancy tax/hotel tax, accounts payable, payroll, budgeting, and financial reporting. The department also provides support for all the City’s other financial services.

Public Works

Public Works is responsible for managing all design, construction, inspection and maintenance of San Rafael’s existing and planned infrastructure system. The department works under the City Council’s management and community needs. Divisions include engineering, operations and maintenance, administration. Project updates and closure alerts are also disseminated by the Public Works department.
